Annual Evaluation of the Status of Indiana’s Criminal Justice System

About the Report

In 2013, the Indiana General Assembly introduced House Enrolled Act (HEA) 1006 to amend the Indiana Code concerning criminal law and procedure. The provisions were officially codified as Public Law 158 on July 1, 2014. The Indiana Criminal Justice Institute (ICJI) and the Justice Reinvestment Advisory Council (JRAC) were tasked to annually evaluate the effects of the criminal code reform on the criminal justice system.

In 2024, Senate Enrolled Act (SEA) 290, codified as Public Law 126, updated the provisions of HEA 1006, tasking the ICJI with evaluating the status of Indiana’s criminal justice system and the impact of current trends. This tenth annual report evaluates both the status of Indiana’s criminal justice system and the impacts of current trends, while maintaining perspective on previous reforms.

Ultimately, the report aims to expand on previous reports with recent and five-year trends, gather insights from criminal justice stakeholders, analyze emerging trends and challenges, and start conversations across the state regarding improving Indiana’s criminal justice system.
