Letter from the Commissioner
Calling 2025 a banner year for the BMV would be an understatement. From a brand-new plate design to a record-shattering year with kiosk transactions, the BMV pioneered new ways to serve our Hoosier customers and continued to offer exceptional service with each customer interaction.
Hoosiers can see the BMV’s most noteworthy accomplishment from 2025 on the roads with the new Blackout license plate. HEA1390 made this alternative plate design possible. In August, the agency made the plate available to Hoosiers for passenger motor vehicles, light trucks, motorcycles, or RVs. By the end of year, over 90,000 Hoosiers chose the Blackout plate for their vehicles, and over 28,000 chose to personalize those plates.
We continued to see more and more Hoosiers are choosing to do their business with us outside the branch in 2025. 54% of our transactions happened on myBMV, at a kiosk, or over the phone. By the end of the year, we saw a dramatic increase in kiosk transactions that outpaced our agency goal by over 100,000 transactions. We anticipated 2025 to be a lighter year for kiosks without as many scheduled renewals as 2024, but our customers again chose the convenience of the kiosk by completing 1.55 million transactions. Plus, we have made kiosks more available across the state adding 14 new machines to branch locations and other sites convenient to customers.
Many of our driver’s license and identification counterpart agencies across the country spent part of 2025 sweating the federal Real ID compliance deadline in May. Of course, our agency has made the Real ID available to Hoosiers for many years. I’m proud to share that now over 82% of Hoosiers are Real ID compliant with our conversion rate for 2025 at 56%.
Perhaps most importantly of all for 2025, I, along with help of other members of the agency’s leadership, established six new core values that we have asked all BMV associates to exemplify every single day in the work that they do serving Hoosiers across the state. These core values are accountability, caring, honesty, being innovative, respect, and fun. I am so proud of each of our associates and how they have committed to making them a part of their work.
While 2025 might be in the rearview mirror, I am proud of all that this agency has accomplished and am incredibly excited for what we have planned for 2026.

In the spirit of inclusivity and togetherness, Commissioner Garvey tasked all agency employees with reviewing a collection of words and voting for those words that had the most meaning to each employee and would be emblematic of what contributes to the success of the agency. The goal was to have every employee be a part of the process so that everyone understood the new values will help shape the BMV's vision and define future success.
