Meet the Team

Peter L. Lacy - Commissioner

Peter L. LacyPeter L. Lacy serves as the Commissioner of the Indiana Bureau of Motor Vehicles. He leads agency initiatives to provide driver and vehicle services in a timely and accurate manner. He and his team have strategically positioned the agency to support Governor Holcomb’s fifth pillar; “Provide great government service at a great value to taxpayers.” Peter joined the agency in 2015 as the Chief of Staff and was appointed Commissioner by Governor Holcomb in 2017. He brings more than 20 years of private sector experience and knowledge to the BMV, including acquisition integration, ERP system implementation, process improvement, business model transformation, and territory management.

Outside of work, Lacy is active in the community serving as Founding Chair of the Adaptive Movement Programs Board for the IUPUI School of Physical Education & Tourism Management, Board member of Keep Indianapolis Beautiful and the Culver Summer Board. Peter previously served as Board Chair of Girls Inc. of Greater Indianapolis, President of Carmel Girls Lacrosse, and Board Member of Junior Achievement. 

Lacy earned his MBA from Xavier University in Cincinnati and his bachelor’s degree from The Citadel, The Military College of South Carolina in Charleston. He resides in Carmel with his wife and three children.


Elyssa Campodonico-Barr - Chief of Staff

Elyssa Campodonico-BarrElyssa Campodonico-Barr joined the Bureau of Motor Vehicles team as Chief of Staff in January 2017. In her role, Elyssa oversees the Legal, Marketing & Communications, Fraud, Security & Enforcement, Audit, Compliance, and Learning & Development departments.

Prior to her role as Chief of Staff, Elyssa was an attorney and Legal Fellow for Indiana University’s Office of the Vice President and General Counsel, working primarily on litigation and Title IX higher education issues. Before her time at IU, Elyssa worked in the international development sector, serving in various capacities for not-for-profits and large international intergovernmental organizations, including the United Nations, in the U.S., Chile, India, and Tanzania.

Elyssa earned her doctor of jurisprudence and MPA (public policy) from Indiana University Maurer School of Law and the School of Public and Environmental Affairs. In her free time Elyssa likes to travel with her husband, paint, and volunteer with Girls Incorporated of Indianapolis and the Neighborhood Christian Legal Clinic.


Kevin Garvey - Chief Operating Officer

Kevin Garvey

Kevin Garvey was named Chief Operating Officer of the Indiana Bureau of Motor Vehicles (BMV) in November 2014. He is responsible for the oversight of both customer facing and central office operations including all BMV branches in Indiana and the BMV’s core functional areas, including Titles, Registrations, Credentials, and Driver Records. Kevin began his career with the Indiana BMV in December 2008 as the Director of Supply Chain Management and has held additional BMV Operations positions, each with increased oversight and responsibility, prior to being named COO.

Before joining the Indiana BMV, Kevin worked as an Operations and Inventory Manager for a music and video game distribution company. His various roles and experiences with the company took him from Indianapolis, Indiana to Detroit, Michigan, then Richmond, Virginia and Manchester, England.

Kevin is a native Hoosier, growing up on the west side of Indianapolis and graduating from Cardinal Ritter High School. He earned his Bachelor’s degree from Indiana University’s Kelley School of Business. 

Kevin is active in the American Association of Motor Vehicle Administrators (AAMVA) currently serving as the Chair of the organization’s Vehicle Standing Committee. Kevin and his wife reside in Greenwood with their two children.


Jeffrey Moon - Chief Financial Officer

Jeffrey H. MoonJeffrey Moon serves as the Chief Financial Officer for the Indiana Bureau of Motor Vehicles. He leads the agency’s Finance Department, which is responsible for all accounting, procurement and contracting for the BMV.

Jeff was formerly Chief Financial Officer at two private equity-owned companies and has more than 25 years of public accounting and private sector experience. Outside of work, Jeff is active in the Kiwanis Downtown Service Club and Grace Church in Noblesville. He is also active in youth sport coaching and mentoring.

Jeff is a licensed Certified Public Accountant (CPA) and earned his BA from Ball State University in Muncie, IN. He currently resides in Carmel with his wife and three children.


Joe Hoage - General Counsel

Joe B. HoageJoe Hoage serves as the General Counsel for the Indiana Bureau of Motor Vehicles. As General Counsel, Joe is responsible for all legal matters affecting the agency, including providing legal advice and assistance to the various divisions, leading the agency’s legislative efforts and agenda, managing all matters in litigation, and legal review of all contractual transactions.

Prior to his time with the BMV, Joe was General Counsel for the Indiana Department of Natural Resources. He has also served as the State’s Public Access Counselor, worked as an attorney with the Indiana Gaming Commission, and as a deputy prosecutor in Marion County.

Joe earned his law degree from Valparaiso University School of Law in 2006 and his bachelor’s degree from Franklin College in 1997. He resides in Indianapolis with his wife and sons.


Carl Bentley - Information Technology Director

Carl BentleyCarl Bentley serves as the Information Technology Director for the Bureau of Motor Vehicles. Carl is responsible for the management, strategy and execution of IT resources at the BMV.

He has over 15 years of information technology experience including software development, systems analysis, system integration, system modernization, quality assurance, and database administration.

Carl attended Eastern Kentucky University where he earned his Bachelors of Business Administration degree in Computer Information Systems.

Outside of work Carl enjoys playing his guitar, hunting, fishing, and coaching youth baseball. He resides in Morristown with his wife and son.
