[IDEM] Fishers’ Reborn Code wins hackathon project for IDEM and IOT

Entrepreneurs win Intel Hacker League competition and get contract with IOT

The state of Indiana, a leader in digital governance, continues to set the pace in civic engagement by enabling small business growth. The Indiana Department of Environmental Management (IDEM) and the Indiana Office of Technology (IOT) earlier this year participated in an Indiana versus Texas hackathon competition (#hackINvTX), which enabled citizens to help find solutions to government problems. The winner of the IDEM challenge, Fishers-based Reborn Code, has signed a contract with IOT to further develop a software solution on behalf of IDEM. This is one of the first instances in the country in which a civic hackathon winner has been able to turn its solution into a government contract.

The challenge IDEM presented for the competition was to create a centralized, streamlined, secure platform for receiving and tracking documents with the opportunity to collaborate. A significant part of IDEM’s operations is receiving and handling documents, including permits, reports and correspondence. The agency manages 22 permit types. Many of these documents require signatures. The goal was to be able to decrease the time it takes to process and issue a final decision related to these documents.

Jeremy Chenevert, Director of IDEM’s Information Services, said, “This event facilitated a partnership between a large state agency and a small local business that otherwise might not have been afforded. Our team at IDEM looks forward to working with Reborn Code on designing our next generation portal.”

Reborn Code has recently signed a contract with IOT to collaborate with IDEM’s Information Services department to design a new online portal for submitting and publishing data.

The #hackINvTX Challenge was just one event in the Hack Indiana Series, a series of competitions the State has helped create with the Indianapolis Chamber of Commerce and TechPoint. In 2015, the series offered three different hackathon events for civic hackers to contribute their talents and solutions to community problems. The final 2015 event is scheduled on Saturday, October 10th at Launch Fishers. More information can be found at

Indiana has received 19 awards for digital government in 2015, including the Innovation of the Year from State Scoop and third place in the Best of the Web awards for state government websites. Over the past three years, the state has received 59 awards for digital governance.
