Entry Description
Preparing Hoosiers for the future

For every graduate and his or her family this is an exciting time of year. Particularly for parents, graduation ceremonies evoke a lot of reflection wondering where the time went and how their little ones grew up so fast.

On June 6, Noblesville High School’s senior class, all wearing their caps and gowns, will walk across the stage, receive their diplomas and take their first steps into the next phase of their lives. While graduation is a time for reflection for many, it’s also a time to look towards the future.

As lawmakers, like all parents, we do all we can to prepare children for the future. Their personal experiences and education have been preparing them for this moment, and while each graduate’s path is different, one thing is for certain, Indiana provides an excellent environment for young people to flourish and compete in today’s competitive job market.

In our state and community, we have worked to create one of the most job-friendly environments in the country, but what good is creating this environment if Hoosiers do not have qualifications necessary to fill the positions needed by employers?

All across the state, Indiana employers are starving for highly skilled and motivated workers. Economic experts agree that having a quality workforce is a key factor to encouraging businesses to locate or expand here. It is imperative that we continue to build on the successful efforts of industry, partnering with educational institutions at every level, to ensure that Hoosier students are equipped once they graduate from college or high school to fill these available positions.

This session, we worked towards this goal by passing House Enrolled Act (HEA) 1003, which aims to address the skills gap in Indiana and improve the quality of the state’s workforce in three specific steps. First, it allows the Indiana Economic Development Corporation (IEDC) to utilize the Training 2000 Fund to award grants to schools that choose to develop and implement partnerships with businesses. These partnerships would include internships and apprenticeships that will provide students with real-world experience in their field of study.

Second, this legislation allows the IEDC to award an Economic Development for a Growing Economy tax credit to businesses that hire students who have gone through this cooperative program between the business and the college. Finally, HEA 1003 repurposes the current Indiana Workforce Intelligence System to the Indiana Network of Knowledge in order to support identifying both current and future job market skill needs.

Ultimately, whether they plan on pursing higher education or entering the workforce out of high school, we always want the very best for Indiana’s students. I’m pleased we were able to accomplish that this session by ensuring that their education matches and exceeds the expectations of employers today.

For those walking across the stage, I wish every graduate the best in all of their endeavors, and I am confident in saying that their parents, teachers and mentors have prepared them well to overcome any obstacle they might encounter. While it is difficult to predict what happens in future, we know that wherever decisions young Hoosiers make, our prayers and support go with them.
