[OUCC] Floyds Knobs Water rate case: Public hearing April 1

The Indiana Office of Utility Consumer Counselor (OUCC) encourages customers of Floyds Knobs Water Co. to comment on the utility’s pending rate case. Consumers may speak at the Indiana Utility Regulatory Commission (IURC) public field hearing on Tuesday, April 1, 2014, or send written comments to the OUCC.

The April 1 IURC public field hearing will be held in the Floyd Central High School auditorium (6575 Old Vincennes Road in Floyds Knobs). The OUCC will conduct an informational session on the regulatory process at 5:30 p.m. with the IURC accepting public comments beginning at 6:00 p.m.

  • Sworn oral and written comments regarding the rate case will be accepted during the field hearing.
  • Oral and written consumer comments carry equal weight and will become part of the case’s official evidentiary record.
  • Commissioners are not allowed to answer questions during the field hearing. (However, OUCC and IURC staff will be available before, during and after the hearing.)

Floyds Knobs Water Co. is a not-for-profit utility providing service to nearly 2,200 customers. If approved, its request would increase the monthly residential water bill for 5,000 gallons from $30.25 to $39.41. The utility is also requesting authority to issue up to $5 million in long-term debt. According to its filing, the utility is requesting the changes to pay for proposed capital improvements including a new one million-gallon storage tank, new water mains, reinforcements to existing mains, and standpipe repainting.

Current base rates for Floyds Knobs Water Co. were approved in 1981. However, the utility has received periodic increases since then to pay for increased wholesale water costs, most recently in October 2012.

The OUCC – the state agency representing consumer interests in cases before the IURC – is reviewing the utility’s request, has not yet taken a position in the case, and is scheduled to file its recommendations with the Commission on April 8, 2014.

Written comments the OUCC receives before the close of business on Friday, April 4, 2014 will be filed with the Commission and included in the case’s formal evidentiary record. Comments should include the consumer’s name, mailing address, and a reference to “IURC Cause No. 44416-U.”
