Retiring representatives honored by Rep. Richardson and the General Assembly

STATEHOUSE –Today, Caucus Chairwoman State Representative Kathy Kreag Richardson (R-Noblesville) presented three House resolutions honoring State Representatives Tim Neese (R-Elkhart), Rick Niemeyer (R-Lowell) and Mark Messmer (R-Jasper) for their service to the Indiana House of Representatives. All three legislators are retiring from the House this year. 

“However short or long members serve in the House of Representatives, each and every member feels like family,” said Rep. Richardson. “The experiences and lasting memories that are made at the Statehouse are part of what makes this place special. I am grateful to have had the opportunity to serve alongside these gentlemen and know that they will continue to do great things in what lies ahead.”

Rep. Neese served the House for 12 years, most recently as the Chairman of the Local Government Committee and as a member of the committees on Utilities & Energy, Environmental Affairs and the Statutory Committee on Interstate and International Cooperation.

He was instrumental in the passage of several key pieces of legislation, including the creation of the “In God We Trust” license plate during the 2006 legislative session. This legislation specified that the plate would not be a special group recognition plate and therefore is not subject to additional fees. He also authored a law to provide a cost of living adjustment to retired teachers and public workers.

During Rep. Messmer’s time in the Indiana House of Representatives, which spanned over six years, he served on various committees, most recently as Chairman of the Commerce, Small Business and Economic Development Committee and as a member of the committees on Family, Children and Human Affairs, Financial Institutions and Public Policy. 

In 2012, Rep. Messmer served as a co-sponsor on Senate Enrolled Act (SEA) 4, which dealt with human trafficking. This was a vitally important piece of legislation as Indianapolis was preparing to host the Super Bowl. Unfortunately, large events, like the Super Bowl, have the potential to draw human traffickers, and Rep. Messmer wanted to take precautionary steps to ensure adequate protection for Hoosiers. Under SEA 4, human trafficking was made a Class B felony, which is punishable by a prison term ranging from 6 to 20 years depending upon mitigating and aggravating circumstances. 

Lastly, Rep. Neimeyer will also be retiring this year from the House. He served as a member of the following committees: Government and Regulatory Reform, Local Government and Roads and Transportation. As a state lawmaker, he focused on restoring control at the local level, reducing burdensome regulations and cutting red tape for Hoosier businesses.

“All three of these legislators have devoted much of their lives to public service, all working to make Indiana a better place. I know they will continue to serve with honor and distinction,” said Rep. Kathy Kreag Richardson.
