After serving House District 48 for 12 years, State Representative Tim Neese (R-Elkhart) is retiring from the Indiana General Assembly. Today, Caucus Chairwoman State Representative Kathy Richardson (R-Noblesville), and fellow House Republicans, honored Rep. Neese for his years of service and commitment to improving the lives of those he served. 

“The past 12 years has been an indescribable experience,” said Rep. Neese. “There is nothing more humbling than knowing that what you are doing is making someone else’s life easier; but to be honest, I am the one who should be grateful here. I cannot thank the people of District 48 enough for the opportunity they have given me, and that is an honor I assure you I have never taken lightly.”

During his time in the Indiana House of Representatives, Rep. Neese has served as the Chairman of the Local Government Committee and as a member of the Utilities & Energy Committee, the Environmental Affairs Committee and the Statutory Committee on Interstate and International Cooperation.

“Tim has been a great asset to our caucus, providing thoughtful insight while keeping a focus on his district.  I have no doubt that he will continue to be a tremendous advocate for northern Indiana,” said Speaker Brian C. Bosma (R-Indianapolis).

Over the past 12 years, Rep. Neese has worked hard for the citizens of northern Indiana. During his first term in office, he co-authored several key pieces of legislation including House Enrolled Act (HEA) 1379, a law which bans smoking on school busses. In co-authoring this legislation, Rep. Neese aimed to improve the quality of life for children within his district and across Indiana. 

Rep. Neese is also known for co-authoring legislation which created the “In God We Trust” license plate during the 2006 legislative session. This legislation specified that the plate would not be a special group recognition plate and therefore is not subject to additional fees. He also authored a law to provide a cost of living adjustment to retired teachers and public workers.

In 2012, Rep. Neese authored HEA 1269, also known as the Indiana Health Care Compact. This legislation allows Indiana to remove itself from the federal government’s Affordable Care Act mandate. The compact did not cut or make reductions in benefits or services to any health care program, including Medicare or Medicaid and was endorsed by the Indiana State Chamber of Commerce, the American Legislative Exchange Council and the Health Care Compact Alliance.

“I was confident that with Indiana being home to some of the best physicians, medical experts and health care facilities, the state could implement a superior health care plan to that of a federal bureaucracy,” said Rep. Neese. “Ultimately, this legislation was about individual liberty and limited government.” 

This session, Rep. Neese was a co-author on House Bill 1351, drug testing for Temporary Assistance for Needy Families (TANF) recipients, a bill that he has worked on for the past 12 years as both an author and co-author. Rep. Neese strongly believes in the importance of rehabilitating people who use illegal drugs, removing children from potentially dangerous households and ensuring that taxpayer money is being properly used.   

“This resolution was something I never expected but I could not appreciate it more,” said Rep. Neese. “I’m not sure if it has truly sunken in yet that I will very soon leave the House chamber for the last time, however one thing I know for sure is that my years of service in the Indiana General Assembly have been some of the best years of my life. I will value the friendships I have made here long after my work is done and without a doubt, I know that I will leave here a better person having served alongside some of the greatest public servants in Indiana.” 

In honor of his retirement, Rep. Neese presided over the Indiana House of Representatives for a portion of session yesterday as the honorary Speaker.
