STATEHOUSE – State Rep. Kevin Mahan (R-Hartford City) authored legislation concerning childcare, which passed the Indiana House of Representatives on Tuesday with a 71-24 vote.

House Bill (HB) 1036 protects young Hoosiers by setting health, education, safety and training requirements for child care providers that receive money from the Child Care Development Fund (CCDF). The CCDF is a federal voucher program that helps low-income parents obtain child care while they work, receive training or earn an education.

HB 1036 sets requirements for group size, basic health and safety standards and child to staff ratios. The bill also refines the current process for decertification and clears up an ambiguous law that currently requires child care facilities to report the death or injury of a child, even when that child is not even on their premises.

“The safety of our children is a top priority,” said Rep. Mahan. “HB 1036 is part of a bipartisan effort to improve early child care and education. This bill focuses on the most basic common sense requirements and only affects those child care facilities that accept CCDF funds.”

HB 1036 will move to the Senate for further discussion and debate.
